Joe is an instigator and will encourage you to do any and everything you say regardless of its practicality, legality, and any other ‘lity.” He is always ready to party anytime, anywhere. HIs family is from El Selvadorada, but he grew up in Newcrest. Sports is life, and he is a dedicated Cowberries fan. Like Alvin, no one is sure what Joe does for a living, and everyone suspects that he is involved in illegal activity. Underneath the pretty face, shifty job, and instigating is a kind person with a good heart.
He met Rodney through Alvin; they grew up together.
